Why is the electrical outlet buzzing? Will replacing it fix the problem? - replacing electrical outlets

I have an electrical outlet that every time something is connected to vibrate. I know it is the issue, which is animated and not the connected device. Most Discussed stop a few seconds after disconnecting the device. This allows an up three outputs pins and the lower hole is broken (the bottom one off). I think it can be dangerous.
